Over 100 RBA practitioners from across the State gathered in Hartford to share experiences implementing RBA. The conference was sponsored by the Annie E. Casey Foundation and The Charter Oak Group, LLC and attracted participants from state agencies, communities, and philanthropies. Mark Friedman gave the keynote address, and a panel of four legislative leaders talked about how the legislature’s five-year project to bring RBA to the state budgeting process.
